Incident Bulletin 23 December, 2024
The Incident Bulletin is sent once a week, when there are major incidents to report affecting postal distribution.
This week's bulletin contains information about Netherlands, Thailand, French Polynesia, Canada, Ireland, France and Italy.
Netherlands

Incident: EDI
Since 4th of December 2024 at 11:30 a.m. (Amsterdam time) PostNL experience a technical issue with generating of PRECON messages for Truck destinations.
Thailand

Incident: Flooding
Thailand Post, would like to inform that heavy rain in the southern part of Thailand has caused flooding in certain areas.
Consequently, blocked roads are causing delays in transporting and delivering mail items (letter-post, parcel-post and EMS items) to addressees in postcode areas 80XXX and 84107.
French Polynesia

Incident: EDI message transmission
French Polynesia, wishes to inform that it has been experiencing EDI message transmission issues (particularly with RESDES and PREDES messages) since September 2024.
OPT-PF is working to resolve the matter as quickly as possible and will provide an update via EmIS once normal operations have resumed.
Canada

Incident: Post Strike
Canada Post wishes to inform that the Canada Industrial Relations Board (CIRB) has ordered employees to return to work and postal operations to resume.
The terms of the existing collective agreements will be extended until May 22, 2025. As a result, Canada Post is pleased to announce it will start accepting all international mail as of Monday, December 23, 2024.
Customers should expect delays as Canada Post processes the backlog and stabilizes its operations.

Canada Post remains committed to reaching negotiated agreements with the Canadian Union of Postal Workers within the process announced by the CIRB.

Ireland

Incident: Update following Storm Darragh
An Post, wishes to inform that the disruption resulting from Storm Darragh, as well as damage caused at Holyhead Port, continues.
Consequently, delays are expected to continue until after Christmas.
France

Incident: Cyclone Chido
La Poste, wishes to inform that infrastructure in Mayotte (postcode 976xx) has been severely affected by the passage of Cyclone Chido. As the airport is not currently operational, the shipment and delivery of letter-post, parcel-post and EMS items are suspended until the necessary infrastructure can be repaired.
The shipment of letter and parcel post to the Comoros via Mayotte is also suspended.
La Poste is no longer accepting international mail in transit to these two destinations and requests that member countries refrain from sending these mail flows until further notice.
La Poste experts are available to provide any further information that may be required.

Italy

Incident: Hacking attack
Poste Italiane, wishes to inform that BCUBE (Poste Italiane’s airmail unit (AMU) service provider) is currently thoroughly testing its IT systems and all the associated processes before opening the systems to external networks. The aim is to ensure that the new IT environment is up to speed and able to meet all necessary requirements. At present, however, processes are still slowed down owing to the implementation of additional steps in the IT security routine. Hopefully, they should speed up over the next few days.
If everything proceeds as planned, EDI transmission should also resume soon, possibly by the end of this week. This implies that some of the logistic events that are not currently being transmitted will also be resumed. In particular, the transmission of PRECON and CARDIT messages will be restored.
With reference to RESCON messages, Poste Italiane set up a back-up process last week involving the generation and transmission of these EDI messages by physical scanning at its offices of exchange (OEs). Once the EDI transmission from the AMU systems is working again, the standard RESCON process will be resumed.
Finally, to help clear the inevitable backlog that has built up at its Malpensa (MXP) AMU, Poste Italiane kindly requests designated operators to use flights landing at Milano Linate Airport (LIN) whenever possible, or air-by-road connections to its Linate (LIN) AMU from any other European airports. Designated operators willing to do so are kindly requested to inform Poste Italiane by sending an e-mail to the following three addresses:TRASPORTI_INTERNAZIONALI@posteitaliane.it; cinzia.matteo@posteitaliane.it; and anna.lanfranco@posteitaliane.it.
Poste Italiane will provide further updates via EmIS once the situation has stabilized.
Thailand
